In the United States, the State Department has approved a potential Foreign Military Sale (FMS) to the Government of Singapore for the construction services of the Ebbing Air National Guard base facilities and related equipment for an estimated cost of 353 million dollars.

The Defense Security Cooperation Agency (DSCA) has issued the required certification, notifying Congress.
Singapore’s Request
Specifically, the Government of Singapore has requested the purchase of construction services at the Ebbing Air National Guard base in Fort Smith, Arkansas, and other related logistics and program support elements to be added to a previously implemented case, the value of which was below the Congress notification threshold.
The original Foreign Military Sale (FMS) case, valued at 27 million dollars (0 dollars in MDE), included engineering, technical, and logistics support services from the U.S. Government and contractor, as well as other related logistics and program support elements.
The Transfer of RSAF F-16C/D to Ebbing Base
Following these upgrade and expansion works, a significant device of the Singapore military aviation, composed of Lockheed Martin F-35 Lightning II and F-16C/D Fighting Falcon fighter-bombers, will be stationed at the Ebbing air base. The latter are now operating from Luke AFB.
Other Allied Countries including Poland, Finland, and Germany will also converge on the Ebbing air base for the management of their respective F-35A lines.
The Republic of Singapore Air Force (RSAF) has ordered a total of twenty F-35A and F-35B, eight of which are short takeoff and vertical landing, and has just under sixty F-16C/D in service.
