An Advanced Space-Based Early Warning System for France and Germany

After a long period of strained relations, France and Germany have restarted industrial cooperation in the Defense sector following a meeting between President Macron and Chancellor Merz.

Amidst already ongoing programs, the Main Ground Combat System (MGCS) set for launch not before 2040, and the turbulent FCAS/SCAF which is still developing while awaiting resolution of cohabitation issues between Dassault Aviation and Airbus, a new initiative called to create an early warning system deserves attention. This system is based on two pillars: a space-based early warning system based on the European program ODIN’s EYE and a network of ground radars, which will use existing and future technologies.

To formalize this initiative named JEWEL, open to European partners, a dedicated letter of intent will be prepared by the two countries.

The ODIN’s Eye memorandum of understanding and the IOC implementation agreement, facilitating the projected acceleration of the project to achieve operational readiness, will be signed together with the JEWEL letter of intent and will form the first step towards this initiative.

ODIN’s Eye II contributes to the further development of the European architecture of space-based early warning system (SBMEW) initiated under the EDIDP. The system covers timely warning, technical intelligence, missile defense systems against ballistic, hypersonic and anti-satellite (ASAT) threats, and non-proliferation control.

The project will leverage and consolidate the collaborative efforts of EU member state entities in developing a common SBMEW capability to respond to current and future security threats.

ODIN’S Eye II is related to the PESCO project of early warning and interception with space surveillance of the operational theater (TWISTER).
